Some Fixed Formatting Limits Accessibility

Branding is important, but there are times when it oversteps the bounds of reason.  I do like the CLF for many respects, but there are some ways in which it does restrict usability, accessibility & use with mobile devices. 

I've recently added a module that allows you to view the pages with a black background & white text, or alternately a Yellow/Blue combination. This breaks a lot of the required elements, but can make the site easier to see for some users with visual disabilities.

The fixed width also imposes some usability challenges for many as it is too narrow, but also imposes challenges with mobile browsers because it is too big.  Certainly the CLF 2.0 widths should be seen as guidelines and default values.

I'd be interested in hearing feedback on this, so pipe up if there are other ways in which the CLF unreasonably restricts a government website.
